Parivahan Sewa Portal – Driving Licence, mParivahan App, RC & e-Challan Services Online

Parivahan Sewa is the flagship digital initiative of India’s Ministry of Road Transport and Highways (MoRTH) that brings more than 1,300 Regional Transport Office (RTO) services online under a single unified platform. Accessible at parivahan.gov.in, this portal is powered by two core software systems — VAHAN for vehicle registration services and SARATHI for driving licence-related services — both developed and maintained by the National Informatics Centre (NIC).

Whether you need to apply for a new driving licence, renew your vehicle’s Registration Certificate (RC), check outstanding e-Challan fines, pay road tax, verify vehicle insurance, or book a DL test slot, the Parivahan Sewa portal and its companion mParivahan app make it all possible without stepping inside an RTO office.

The portal also provides access to important services like state-wise RTO codes, fee details, and step-by-step processes for all major transport-related applications.

Parivahan Sewa Portal

What is the Parivahan Sewa Portal?

The Parivahan Sewa Portal (parivahan.gov.in) is India’s centralised digital transport services platform that connects all state and union territory RTOs into one national network. Before this portal existed, citizens had to physically visit their local RTO for every vehicle or licence-related task — a process that was slow, paper-heavy, and often required multiple visits.

Under MoRTH’s digital transformation drive, two enterprise-grade software systems were standardised across all states and union territories:

SoftwarePrimary Purpose
VAHANVehicle registration, RC issuance, fitness certificates, tax payment, permit management
SARATHIDriving licence application, DL renewal, learner’s licence test, international driving permit

Both systems are fully integrated into the main Parivahan Sewa portal, creating a seamless interface for all transport-related needs. Citizens across every state — from Parivahan Sewa Odisha to Parivahan Sewa UP to mParivahan Assam — access the same centralised platform, though each state’s RTO maintains its own jurisdiction for final processing and issuance.

Home Parivahan Sewa – Ministry of Road Transport and Highways

The Home Parivahan Sewa initiative, driven by the Ministry of Road Transport and Highways, represents India’s most significant digital transformation in transport administration. The Ministry has systematically computerised over 1,300 RTOs across all states and union territories, integrating them into a unified national data infrastructure.

This initiative has established two authoritative national registers:

  • National Vehicle Register (NVR) — A comprehensive database of all registered vehicles across India, updated in real time
  • National Driving Licence Register (NDLR) — A centralised record of all driving licence holders in the country

These registers serve as the definitive source of truth for law enforcement agencies, insurance companies, courts, and government policy-making bodies. The platform processes millions of DL and RC transactions annually through the Vahan and Sarathi systems, significantly reducing citizen footfall at physical RTO offices and cutting down administrative processing times.

Parivahan Sewa UP – Uttar Pradesh Transport Services

Parivahan Sewa UP serves one of the largest user bases on the national portal, given Uttar Pradesh’s population. UP citizens access all standard Parivahan Sewa services through the portal. The state RTO code is UP and the official state transport website is uptransport.upsdc.gov.in.

Commonly accessed UP services include vehicle registrations at RTOs in Lucknow, Noida, Agra, Kanpur, and Varanasi, along with DL applications, commercial permit management, and e-Challan payment for Uttar Pradesh traffic violations.

Parivahan Sewa Odisha – Odisha Transport Services

Parivahan Odisha citizens access both the national portal and the state-dedicated transport website at odishatransport.gov.in (RTO code: OD). Odisha’s transport department has comprehensively integrated with the national Vahan and Sarathi systems, enabling citizens across Bhubaneswar, Cuttack, Berhampur, and other cities to access digital transport services seamlessly.

mParivahan Assam – Assam Transport Services

mParivahan Assam users access services through the central Parivahan portal alongside the Assam state transport department at transport.assam.gov.in (RTO code: AS). Citizens in Guwahati, Dibrugarh, Jorhat, and Silchar regularly use the mParivahan app for DL and RC services, along with the web portal for vehicle registration and e-Challan management.

e-Parivahan MP – Madhya Pradesh Transport Services

e-Parivahan MP refers to the transport services infrastructure of Madhya Pradesh, accessible through the central Parivahan portal and the state transport department at transport.mp.gov.in (RTO code: MP). Madhya Pradesh processes a large volume of vehicle registrations and driving licence applications through the integrated Vahan-Sarathi system, serving cities including Bhopal, Indore, Jabalpur, and Gwalior.
